How do I get my Girlfriend to do PDA?

When were around others my girlfriend will not kiss me at all and sometimes i might get a hug. Even her best friends or if one person is there. On nights when were together and she has to go like at a football game I can't kiss her goodbye because of people around what can I do to show her its ok to show affection in public?
