Who was the first Aztec emperor and described why the Aztec empire was called civilized?

I don't know who the first emperor was, but thy were undoubtedly civilized. Their capital city (which I don't know how to spell) was the largest city in the world, as well as one of the most sanitary. They had all the trapping of civilization and a surprising amount of social mobility.
