Dealer Bust Cards or NOT?

I dealt blackjack for over 10 years and surrender is house bet. Standard blackjack strategies all say to stay on a 14 with the dealers up card is a 4-6 and most say to stay if its a 2 or 3 too. I don't have all the specific mathematical probabilities or reasons why the surrender is a house bet but I"m sure you google this.
