10 gallon aquarium question?

How much would it cost me to set up a 10 gallon tank with 3 male guppies and 5 neon tetras? What type of filter should I buy? What type of heater? How much gravel? What type of plants? Right now I have water conditioner, a water testing kit, a bucket for water changes, a gravel vacuum, a net, and a thermometer. Also, what sort tips do you have for guppy and tetra care?
